On November 3–4, the 17th South China Sea International Conference was held in Da Nang, Vietnam, hosted by the Diplomatic Academy of Vietnam. Centered on the theme "Unity in Uncertainties," the conference explored key issues including the current situation in the South China Sea, the impact of major-power strategies on the region, emerging marine technologies, ASEAN's role in the South China Sea, and the contribution of the UN Convention on the Law of the Sea (UNCLOS) to stability in the region. The event brought together more than 300 representatives from academic institutions, government bodies, and NGOs worldwide. Over 50 speakers from more than 30 countries—including China, Vietnam, the Philippines, Singapore, Russia, the United States, Japan, Australia, Poland, and Ukraine—delivered remarks during the conference.

Associate Research Fellow Bao Yinan and Assistant Research Fellow Liu Mengzhen of the Huayang Center attended the conference. Bao Yinan spoke on Panel 1, "A Reality of (Un)Stable Sea?" delivering a presentation titled "De-escalating Tensions between China and the Philippines in the South China Sea: Recent Developments and the Chinese Perspective." During the Q&A session, Liu Mengzhen raised a question to the Philippines "West Philippine Sea" spokesperson Jay Tarriela regarding the prospects and feasibility of China-Philippines coast guard cooperation. During the conference, Bao Yinan was also interviewed by China Central Television (CCTV).

Since its establishment, the Huayang Center has been invited each year to participate in the South China Sea International Conference hosted by the Diplomatic Academy of Vietnam.
