On August 29, the 12th session of the "Huayang Talk" academic salon was jointly hosted by the Huayang Center for Maritime Cooperation and Ocean Governance, the National Institute for South China Sea Studies (NISCSS), and Hainan Today magazine at the Haikou office of Huayang Center.

Zheng Zhihua, Visiting Scholar at the Huayang Center and Associate Professor at the Center for Japanese Studies of Shanghai Jiao Tong University, delivered a presentation titled "Theories of Justice in International Ocean Governance: Foundations and Reflections." From the perspective of international law, he outlined the dilemmas and challenges facing the current international maritime governance order, and engaged with participants on topics such as regionalism in ocean governance and the application of justice-based principles.

Wu Shicun, Chairman of the Huayang Center and the Academic Committee of NISCSS, attended the session and delivered remarks during discussion. He emphasized that the South China Sea's regional maritime governance could draw on successful models from other maritime regions such as the Mediterranean Sea, Caspian Sea, and North Sea. He called for exploring the construction of a new regional maritime order based on long-term peace and the sustainable development and utilization of marine resources.

Ding Duo, Director of Center for Area Studies at NISCSS, also gave him comment on the issue. The event was moderated by Bao Yinan, Associate Research Fellow at the Huayang Center.

More than 30 representatives from the Huayang Center, NISCSS, Hainan Normal University, and other institutions attended the event.
