Weiran (Sarah) Liu

Weiran Liu is a Partnerships and Programme Coordination Expert with the United Nations, with experience across multiple UN agencies in development cooperation, multilateral partnerships, and global platform coordination. Her work focuses on multi-stakeholder engagement and programme delivery in international development, including in the context of China’s evolving role in the global development landscape. Her experience includes work with the United Nations Human Settlements Programme (UN-Habitat), where she contributed to the coordination of global platforms related to SDG localization and multi-stakeholder initiatives. Her work involved facilitating stakeholder engagement, developing programme materials, and supporting the alignment of partnerships, communication, and implementation processes. She previously worked with the United Nations World Food Programme (WFP), where she contributed to development projects across a range of international development contexts, with experience in multi-country programme support, donor reporting, and partnership coordination, including work related to China’s development cooperation frameworks. Across her roles in multilateral organizations, she has supported cross-institutional coordination, policy-oriented communication, and programme implementation, with strong capacity in synthesizing complex information into structured and actionable outputs. She began her career at the Organisation for the Prohibition of Chemical Weapons (OPCW) and the United Nations Office for Disarmament Affairs (UNODA), focusing on international cooperation programmes and policy research. She holds a Master of Science in Public Administration (Economics and Governance) from Leiden University in the Netherlands and a dual Bachelor’s degree in International Relations and Television, Radio and Film from Syracuse University in the United States.
